Can you name the author, place, and probable date of the statement in details?

God is the wise Lord, Ahura Mazda, the one who creates heaven and earth, the first and the last, yet also a friend, the one who has called him from the beginning. God can have nothing to do with evil. His Holy Spirit establishes life, and creates men and women. He is opposed by the Evil Spirit, the destructive force, who is characterized by the Evil Mind, the Lie, and Pride.|||Sounds like Zarathustra, founder of the first dualist religion, which would put it in Persia about three thousand years ago|||This person is a Zoroastrian, one of the oldest extant religions. It could come from their book of prayer, but, since I have never read it, I cannot tell you with any high degree of certainty|||Persian not sure of date though Ahura Mazda was their god.
